How can the referendum on daylight saving be binding when we were not allowed to vote on all options?

The option to be on permanent Mountain Standard Time was missing. This question should have had two parts to it.

The first question is: Do you want to change the clocks twice a year? The second question depends on the answer to the first: If you do not want to change clocks twice a year, should the province be on Mountain Standard Time or Central Standard Time?

Regardless of the outcome of Monday's vote, I hope we can revisit this issue.
