Clarity needed for town postings

I follow town council dreams (sometimes considered nightmares by many voters) and decisions quite closely.

I had no idea what Bylaws 346 and 347 were intended to address. It would have been helpful if the TofB Information page, or a published Message from the Mayor as provided by Canmore Mayor John Borrowman, provided that information.

The TofB website describes Bylaw 346, in part, as “proposed to permit the transfer of existing commercial floor area from one site to another. The current Land Use Bylaw does not permit existing floor area to be transferred, but does allow it to be reconstructed on-site after demolition. Bylaw 346 would permit existing floor area to be transferred from a “donating” property to a “receiving” property under specific conditions.”

A March 11 newspaper article described Bylaw 346 as “that would allow businesses to sell the rights to their commercial space when applying for a change of use or the demolition of a building” – “sell the rights.”

This does not seen unreasonable, but it will be interesting to learn Parks Canada's thoughts on this revision. Parks might view this proposed Bylaw 346 as a means to circumvent Parks' intentions to restrict growth of business within the town of Banff.
