I have read all the articles on creek flooding and none have said anything about early control of the snowpack in the higher altitudes.
Could this snowpack be brought down to lower altitudes by heli-bombing or other avalanche control methods, so the snow would start melting earlier in the spring and we would have a small controllable flow of water for a longer period?
